"In the legal sense, the fee implies that the state should provide some kind of service, as, for example, in the case of issuing a passport or taking an application to a court. What kind of service will be provided in this case is not entirely understandable, "says CEO of the National Law Company “Mitra”, Yury Mirzoev. In his opinion, the resort fee contradicts Article 8 of the Tax Code of the Russian Federation, which defines the collection and the Constitution of the Russian Federation, not to mention the fact that it increases the cost of holiday at our resorts, and the management of resort collection may again be difficult. "Minkavkaza believes that it should be paid by holidaymakers when arriving or leaving the hotel, and not included in the cost of the voucher, and this will increase the cost of its administration," Mirzoev told “VZGLYAD”.
