After recall of a licence of Dagenergobank, the largest credit organization of Dagestan, this republic has completely lost its positions in the banking sphere of the South Russia. The main reason for the termination of Dagenergobank, which was the first in the region in the beginning of March, the third in the NCFD and 419th in Russia, was a risky credit policy. According to the official announcement of the Central Bank of Russia on the revocation of the license, the bank made the placement of funds in low-quality assets, not creating the necessary reserves for possible losses and not providing the regulator with reliable financial statements.

However, there can be no direct connection between the revocation of licenses from Caucasian banks and the wave of bankruptcies in the real sector. The managing partner of the National Law Company Mitra, Soslan Kairov, notes that the statistics of arbitration courts in cases of bankruptcies in Dagestan and North Ossetia (these republics were most affected by the actions of the Central Bank) are significantly lower than in Kabardino-Balkaria and Karachaevo-Cherkessia, where licenses Local banks did not respond.   

"Increasing the key rate and expensive credits   affect the decline in business activity to a greater extent than reducing the number of banks in the region," Mr. Kairov believes. At the same time, he recognizes that certain regional factors played a certain role in the wave of bankruptcies of the SKFO enterprises: cleansing the banking sector of the region from criminal players, insufficient capitalization and a reduction in the aggregate assets of regional banks, strengthening the positions of state banks, and the outflow of household deposits and corporate customer funds.
