Recall that the Government of the Russian Federation proposed to introduce a resort fee in Russia for using the resort infrastructure in the amount of up to 100 rubles. Representatives of the tourist business warn: only the main competitor to Russian resorts will benefit from the introduction of the collection - Turkey, and lawyers call the bill unconstitutional.
According to Yury Mirzoev, CEO of National Law Company “Mitra”, the draft law in the form in which it is presented now is unconstitutional and violates the basic principles of building tax legislation. Since everyone understands the tax nature of this fee, the disguise for non-tax payment is perceived as an attempt to bypass the law. In addition, if the resort fee is introduced, it will create administrative barriers for tourists and increase the cost of services for the operators of fees, which will undoubtedly affect the placement price. "The resort fee implies a number of benefits for various categories of the population. The more benefits, the greater the costs of administering the collection and inconveniences for tourists and residents of resort towns. The operator will require a bunch of documents. You come, for example, to Sochi, and you need not forget to collect references to prove that you have the right to benefits, "said Yury Mirzoev. "The legislator refers to the world experience," continues the general director of Mitra. - But, firstly, in the world capitals of tourism resort collection is differentiated, secondly, it is introduced exactly where there is a year-round tourist flow, mainly foreign, it is a way of withdrawing money from foreign economies. " Yury Mirzoev recalls that the main competitor of the resorts of Krasnodar Territory is Turkey, there is no resort gathering, which will be an additional advantage for him. In Russia, the resort collection will benefit only the shadow sector, since the official tourist will cost the business more expensive than the shadow one. "We will get an increase in the share of the shadow sector we are struggling with, and a fall in tax revenues in general for other taxes. Moreover, the costs of administering this fee (taking into account the mechanism envisaged in the draft law) are likely to be comparable with the revenues from it, "he added.
