Only some industries of economy in North Caucasus Federal District with growth in 2017 were agriculture and food industry. In 2014, a hundred of the largest companies of the North Caucasus Federal District showed the dynamics of revenue almost at the same level as in the previous two years. If in 2012 the total revenue of the Top 100 companies of the North Caucasus increased by 5.8% (to 511.5 billion rubles), and in 2013 - by 7.2% (to 548.1 billion rubles), then last year the ranking added another 6.1%, the total revenue of its participants reached 581.6 billion rubles. Thus, it can be argued that the economy of the NCFD, in the person of its leading representatives, has entered into a protracted stagnation.
More disturbing symptom of chronic ill health in the North Caucasus Federal District became a significant increase in the number of unprofitable companies. If in the last year's ranking there were 18 of them with an aggregate net loss of 23.948 billion rubles, then in the current study there are already 24, and their aggregate losses reached 36.287 billion rubles. The bulk of this amount is accounted for by the subsidiaries of federal monopoly holdings - Gazprom, Rossetei, Rosneft, and a number of state-owned enterprises in the housing and utilities sector.
In opinion of the CEO of the National Law Company “Mitra” Yury Mirzoev, there is no common denominator in this case - it is necessary to analyze each enterprise separately, and for several years. In some years, this or that enterprise can bear investment costs, the final profit of trading companies is significantly influenced by reserves for doubtful debts (and non-payments in a crisis are growing significantly), etc. At the same time, Mr. Mirzoev doesn`t exclude that the so-called "aggressive tax planning" can influence the declared profits of a number of companies of the North Caucasus Federal District.
However, the expert believes, at present, in the conditions of the state budget deficit, this strategy will be unjustifiably expensive for companies in all senses: "We already see that large companies will have large additional taxes, and I think that this trend will only intensify. Statistics on the resolution of tax disputes in general in Russia are now not pleasing to taxpayers. More than 80 percent of the additional amounts won by the tax authorities. For example, we managed to resolve last year only a few large disputes in favor of the taxpayer for a total of more than a billion rubles in tax claims. In previous years, we had much better results. "
