According to Ministry of Finance Krasnodar region Sergey Maksimenko a tax rate will be set at a rate of 0.1 to 0.3% of the cadastral valuation, depending on the decision of the municipal authorities. Krasnodar authorities plan to increase budget revenues by 300 million rubles due to new tax calculation of real estate according to the cadastral valuation.

During preparation of the draft law in the region, Roman Dyakov, the head of the land and town planning practice of the National Law Company “Mitra”, told Expert South that the cadastral value of real estate is higher than the market value, but it can be challenged in a special commission and in court. The cost of revaluing the cadastral value in any case will be lower than the cost of tax calculations, rent or purchase of real estate. "An exception is a small business for which revaluation costs and expenses for tax calculations and rent can be equal," Roman Dyakov commented.
