During events experts discussed design of strategy social-economic development of Krasnodar region until 2030 year.

Yury Mirzoev, CEO of National Law Company "Mitra" as a speaker made a report about using resourt fee.
In the words of Yury Mirzoev, today draft law has unconstitutional contour and break first principles of tax legislation. So, everyone understands tax nature of this fee, perceive camouflage of non-tax payment as attempt to avoid law. Bisedes, if resourt fee is used, it will creat the administartive barriers for tourists and increase primecosts of operators`services. It makes influence on the price of accommodation.
"Resourt fee is a variety of privilege for different people. More benefits- more costs of administering the collection and inconvenience for tourists and residents of resort cities. The operator will require many documents. You come, for example, to Sochi, and you need not forget to collect references to prove that you have the right to benefits, "said Yury Mirzoev.
"The legislator makes reference to the world experience," continues CEO of "Mitra". "But, firstly, in the world capitals of tourism the resort fee is differentiate, secondly, it was introduced exactly where there is a year-round tourist flow, generally, from foreign countries. This is a way of withdrawing money from foreign economies. "
Yury Mirzoev notes that the main competitor of the resorts of Krasnodar Territory - Turkey has no resort fee, which will be an additional advantage for him. In Russia, the resort fee will benefit only the shadow sector, because the official tourist will cost for business more expensive than the shadow one. "We will get an increase interests of the shadow sector we are struggling with, and a fall in tax revenues in general for other taxes. Moreover, the costs of administering this fee (taking into account the mechanism envisaged in the draft law) are likely to be comparable with the revenues from it, "he added.
